I have the honour to lay before Your Excellency a letter which I have received from Captain N. Bowden-Smith of Her Majesty's Surveying ship "Sylvia" recommending a Breakwater to be built from Hellet Island to protect Boats in the Typhoon season, and forwarding a plan and description.
